Dubuque’s Great Places projects seek to expand and continue the revitalization that has occurred along the city’s riverfront within the last decade. The projects in this proposal include the renovation of the Carnegie Stout Library, the creation of a Performing Arts Center, the study of a mixed-used development in the Warehouse District of Dubuque, and America’s River Phase II – the expansion of the current Mississippi River Museum campus and restoration of unique local landmarks. Dubuque’s proposal also acknowledges the diversity and accessibility of services within the community through the creation of the Tri-State Community Health Center, mental health and substance abuse services, and bi-lingual curriculum and signage for new and existing trails. Additionally, the City of Dubuque proposed the creation of passenger rail service to Chicago – service that would bring even more visitors to Iowa’s oldest city.
