SRF: State Revolving Fund Loans (IDNR)

The IOWA SRF provides low interest loans for drinking water and wastewater treatment infrastructure improvements and non-point source water quality projects.  These funds are available through a collaboration of the Iowa Department of Natural Resources and the Iowa Finance Authority.  SRF funds are distributed Planning & Design Loans, Construction Loans, and Source Water Protection Loans.  These loans have a low interest rate of 3 percent and term of up to 20 years.

Conservation Innovation Grants (IDNR)

The Conservation Innovation Grant program (CIG) is a voluntary program intended to stimulate the development and adoption of innovative conservation approaches and technologies. Under CIG, Environmental Quality Incentives Program (EQIP) funds are used to award competitive grants to non-Federal governmental or non-governmental organizations, Tribes, or individuals.  CIG enables NRCS to work with other public and private entities to accelerate technology transfer and adoption of promising technologies and approaches to address some of the Nation's most pressing natural resource concerns. The CIG requires a 50-50 match between the agency and the applicant.

Non-Point Source Pollution Funds (IDNR)

Due to the predominance of agriculture in Iowa and the resulting impact of agricultural NPS pollution on Iowa's water resources, NPS control projects are primarily aimed at preventing and reducing agricultural pollutants. However, the DNR has also funded several projects that address only urban concerns or include an urban component.  Most of the DNR funding supports 3 to 5-year water quality projects conducted by cooperating agencies, such as county soil and water conservation districts, other state agencies and other organizations.

Iowa Department of Agriculture & Land Stewardship

 

Stormwater Best Management Practices Loans (IDALS)

The Stormwater BMP Loans are a new source of low-cost financing for long term / voluntary practices that manage storm water quality . This opportunity is available specifically to assist and encourage developers and cities to address non-point source pollution of Iowa streams and lakes through implementing stormwater quality BMPs that are included in the Iowa Stormwater Management Manual.  These loans are available to developers, cities, businesses and homeowners and are typically issued for $5,000 or more.

USDA Rural Development (IDALS)

(USDA) Rural Development provides loans, grants and guarantees for drinking water, sanitary sewer, solid waste and storm drainage facilities in rural areas, cities and towns of 10,000 people or less. Public bodies, nonprofit organizations, special purpose districts and recognized Indian tribes may quality for assistance.

Watershed Improvement Fund (IDALS)

The Watershed Improvement Review Board is an independent, self-governing board administratively attached to the Iowa Department of Agriculture and Land Stewardship. Water quality improvement grants can be used to address, but are not limited to, municipal discharge, storm water runoff, unsewered communities, industrial discharge, agricultural runoff and drainage, stream bank erosion and livestock runoff.   No minimum amount is required and a local watershed improvement grant may be awarded for a period not to exceed three years.

Iowa Finance Authority

 

Wastewater Treatment Financial Assistance Program (IFA)

The Iowa Finance Authority administers a program that provides grants to communities who have been adversely affected by recent changes in the water quality standards. The grants may be used to construct or upgrade wastewater treatment facilities. Communities who apply must be less than 3,000 in population and meet the current disadvantaged community criteria. A disadvantaged community is defined as fifty-one percent of the community’s population is documented in having low to moderate income.

Iowa Department of Economic Development

 

Community Development Block Grants (IDED)

Distributed through IDED’s Water & Sewer Fund, these grants are available to projects which seek to improve community services and promote long-term sustainability.  CDBG funds can be used for a variety of projects including projects dealing with sanitary sewer system improvements, water system improvements, water and wastewater treatment facilities, storm sewer projects related to sanitary sewer system improvements, and rural water connections.  Approximately $5 million dollars of federal CDBG funds are available for competition annually.
